&lt;p&gt;Yes, we get that. However, we need to ask many questions and make many suggestions because we do not have your files, we do not know your workflow &amp;amp; we do not know what you have done up to this point.&lt;/p&gt;

This indicates that you are zoomed in to far to see the extents of the reference file boundary. Try to Fit View. I also see the reference file is scaled XXX:1500. Is that the correct scale factor. Maybe it should be 1:1?&lt;/p&gt;
&lt;p&gt;Also, have you checked if the reference file is clipped? &lt;p&gt;Within a Microstation file you can have multiple models. If you open the reference dialog box, highlight the reference file, right-click on the file and select Settings there will be a field called Model with a drop down. Is there more than one model within that list?&lt;/p&gt;
&lt;p&gt;My first suspicion would be that the original reference file was clipped. When you change the reference file the clipping still remains and most likely the elements within the new file are outside the current&amp;nbsp;clipping extents of the reference file. Delete the clip boundary of the reference file. Also make sure to use the Fit View. If you are changing the Z value of the reference then you are in a 3d file. If view depths are set up it is possible the elements are beyond the view plane, essentially behind your view point.
