Do you know whether it is possible to select custom Property Definition Type inside New Property Type as shown on the screenshot below?
So I would like to change the type of "MCB" Property Definition to "MCB" (STEP2). Similarly as it is done for the STEP 1.

I am fine with setting a custom property type within the New Item Type. The problem is when I am trying to set a custom property type (MCB) within another Property Type (Distribution Board). I am trying to have an array within an array. Something like JSON format allow you to do.

I am still not happy with the handling of items for the end user. This is why I am still reluctant to dig deeper... But my take from recent threads is that development is on it. I am waiting for progess at that end, thats why I am not yet building something serious like you appear to try to achieve.
I have not looked into what you can achieve when you put your picklist to be drawn from exteral sources(Excel)

It's limitation of Item Types and it cannot be done by a user.
In fact, it can be done, but you must leave user-level customization, offered by Item Types, and go further and to use "full EC". The "array of arrays" is supported option by EC technology itself, even when such data structure should be used only when really needed. Often specific and detail setting (e.g. how such structure should be displayed in Properties dialog) is required.
The problem is that to access these options is complex topic, requiring specific tools (Bentley Class editor) and custom code to attach such data to an element.
