I have located an existing Product Backlog Item (Enhancement) # 664260 that requests this capability in the Hole parametric modelling tool. You might like to raise a new Service Request to be included in any updates from our developers for the inclusion of this in a future release.

From what I can see in the online documentation for MicroStation CONNECT Edition (Update 16.3) is that the Feature Tools are deprecated and are to be removed for future releases.

Feature Modeling and Dimension Driven Design

The introduction of new parametric modeling and constraint tools replaces the previous parametric system. Existing DGN files containing Feature Solids and Dimension Driven Design profiles continue to be supported, the editing tools for which may be found by opening the respective toolboxes.

This would include the Thread options on the Hole Feature tool.

I cannot see whether a thread option has been included on the equivalent Parametric Modelling tool.
