In some case, I want to rotate the 3D top view for more convenience in view.
But when I rotate 3D view, the view was differed with top view.
How can I rotate 3D top view like rotating 2D view?

Its actually quite simple, you just need to make sure that you know how to use the AccuDraw properly and understand ACS (when required). Without seeing what your problem is, you should enable ACS Plane Snap so that any datapoints above and below the Z Axis are transposed onto Z=0. This will replicate 2D rotation when in the Top view of a 3D file.

I mean that I wan to rotate 3D top view as 2D view.

Oh just the view itself? I have pretty much all of the 3D view rotations set to my function keys, for the Top View I use this keyin:
rotate activeview top;set grid off;selview all;reset
I have the grid off keyin added because toggling ACS turns the damn grid on and is infuriating so given how often I change view direction, disabling the grid's visibility is built into my view keyins.

May I suggest that you invest in some MicroStation training? Depending where you are located, there may be classroom training available. Alternatively, look online for courses: Bentley Learning, for example, offers web-based training.
