What does Alt+F10 shortcut do by default?
Level display dialog maximizes to all screen and it is hard to get it back to normal size. It is not assigned in function key list.
It appears to take the active dialog and Maximize(though not entirely) it to the active application window.
Press the X and bring up the dialog again and you can resize without a problem (V8i behaviour, that is)
It is some strange partial maximize effect even for windows where maximize option is disabled. Alt+F5 allows to bring it back to normal size. One of users managed to move this maximized dialog outside of screen and I am trying to figure out how to move it back without doing full restore to factory defaults but it doesn't work for him.
my trick to drag stuff back is go to desk top windows key D and right mouse change resolution to something small for just a few seconds jump to microstation with that resolution and you should see missing tools etc move to where you can see and return resolution to orignal settings and now all tools back.. Note important to always have pop-set set to green ie on so tools pop same place all the time this helps too...

Popset doesn't work for Level Display dialog seems it is special case.
that is a shame must be a bug...
