Frozen text on sheet model
On a sheet model without reference files, the texts, lines, dimensions and most graphics (not all!) placed directly on the sheet are all of a sudden frozen. No way to copy or delete.
How is this possible?
Level lock?

Please check if mentioned elements are locked, If yes, select all elements and unlock them, If this doesn't work, Can you please provide sample data (DGN file) to investigate the issue? Please also let us know which MicroStation version you are using?

is it possible the file was opened "read only" ?
