I currently have a project drawing file that does not open, I believe the drawing has become corrupt. An error (0x75f5ef48) always pops-up whenever I try to open the file (see image below). Is there any way that I can recover the drawing file?

There isn't any kind of recover or repair utility.
You can try to create a new blank file, and attach your bad drawing as a reference. If you can do that, you can select everything in that reference and copy it into your new drawing. This will recreate all of your information while excluding whatever bit of data went bad. You might also be able to use the Reference Merge command, but I prefer the old-fashioned copy. You can then detach the bad file, and move forward with the new one. This can "recover" a lot of corrupted files.
However, If you can't even attach it as a reference, your file may be truly gone. You could try filing a Service Ticket with Bentley Support. Sometimes they can recover corrupted drawings, and I think they have access to tools we don't. But start looking for the latest backup.

I have not encountered the error (0x75f5ef48) in relation to a corrupt file. The icon at the top left of the alert image you've provided seems to indicate that you're not using plain MicroStation, possibly OpenRoads. You might like to either move this discussion or post to the OpenRoads | OpenSite Forum to ascertain whether this might be specific to this product.
Corruption of this sort can be caused by network issues when working on your files. I would suggest restoring your file from your system backups.
One suggestion would be to backup your file regularly in MicroStation while you are working on it. This can be performed using the key-in BACKUP which, by default, stores a backup of the design file in your OUT folder for your current workspace.

To tack onto what Andrew has said, if this is an ORD file full of ORD data, the "recovery process" I described may not work. I'm not certain that features, corridors and the like would copy over with all their relationships intact.
