In V8i, if I run on 1 monitor, I can still set multiple application windows and do get multiple application windows
In CE, if I run on 1 monitor, I only get 1 application windows even though the setting saying I should get 2. Is that WAD for CE?

I have indeed noticed this too (in Openbuildings Designer CE Update 9). However when I start OBD when my external monitor is attached, I will get two application windows then when disconnecting the external monitor (thus only having a single monitor anymore) the both application windows remain.
To be honest I feel conflicted a bit about this. On the one hand I think it's handy because my laptop is just too small for two application windows on the same monitor (it works wonderfully however on a single wide screen external monitor). So in that sense I like that it changes to single application windows.
However when I then reconnect my external monitor and the two application windows come up next time opening OBD all of my "docked" windows have disappeared from the second application window and I have to set it up again completely. And that's just a waste of time ...
I created this Idea on the aha portal: Save application windows setup | MicroStation Ideas Portal (aha.io) which could be handy to be more flexible related to workspaces. Myself I have at least three different places I often work (at home, the office or any building site without external monitor).

That doesn't help Carl, I've changed the settings, save settings and restart.
I agree that it's handy if that's what the behaviour you want. However, I prefer to have the windows stay as how they were exactly for the reason that you mentioned regarding "docked" windows/toolboxes. I'm not sure what's the merit of actually spending effort to limit the number of application windows to number of screen. Say if I have a 4K screen, that's enough to fit 4 windows at FHD dimension.
You are correct of course! I was thinking (too much) from the perspective of changing setups, working on a laptop, ...
In case of a fixed setup with a single monitor your reasoning makes sense. And the fact that multiple application windows aren't supported doesn't.
