How to scale a drawing without changing its text size in microstation V8 2004?
Kindly help me with the answer for above question.

Current versions of MicroStation have Annotation Scale.
MicroStation V8 2004 Edition is rather old. I don't believe that it provides that feature.

Before Annotation Scale for text was introduced into MicroStation, we usually had more than one level for text. A different level for different scales. When you create your sheet you select the appropriate Text Height level and turn that on, leaving the other scales turn off. Level Text 10 Scale, Text 20 Scale, etc. I would suggest upgrading to a newer version where Annotation Scale is build in.

By changing drawing scale without changing text annotation scale text may overlay other drawing elements so manual work will be still needed.
You would need to scale drawing and then select all texts and scale them back.
