Is it because the program is poorly designed in such a way that it doesn't allow it to use my systems full power or even a fraction of it?
Haven't seen that one in a long time. I might guess it has nothing to do with memory. What flavor CAD are you using? Are working with a very large amount or some very large files?

MicroStation V8 is a 32-bit application. It can only 'see' 2GByte of memory, however much physical memory you have installed.
MicroStation CONNECT is a 64-bit application, and can see a huge amount of memory.

It isn't large, even for a 32-bit app. Does your DGN file have a a lot of reference files attached?
Using the Windows Task Manager, how much memory does MicroStation use?

It is using 600.04MB of memory according to task manager. There are 13 references, which is many, but they are necessary.
Does not sound to me like your files are over stressing the computer. Even with the 32-bit Microstation, you should not get that error, it's supposed to slide over and use the hard drive when it needs it.
Connect has a multitude of bugs but the 64-bit bit seems a necessary improvement. Once you get the configuration "cleaned up", I find it's noticeably quicker than v8i.
