&lt;p&gt;As Jon wrote: You use old 32bit version of MicroStation, that is limited to use 2 GBs of RAM. It has nothing to do with poor design (which is MicroStation not at all), but with 32bit limitations in general.&lt;/p&gt;
&lt;p&gt;MicroStation V8i allows to use a workaround to increase this limit a bit (but not too much). See &lt;a href="/products/microstation/w/microstation__wiki/2360/microstation-memory-management" rel="noopener noreferrer" target="_blank"&gt;this article&lt;/a&gt; for more details.&lt;/p&gt;

&lt;p&gt;What TaskManager reports is approximate number and even when a better tool is used, it is not simple to implement the data right. It is better to check &amp;quot;About MicroStation&amp;quot; dialog (key-in &amp;quot;dialog aboutustn&amp;quot;), where information about used memory (what MicroStation thinks about memory ;-) are displayed.&lt;/p&gt;

&lt;p&gt;13 is not &amp;quot;many&amp;quot;, but only &amp;quot;a few&amp;quot;. MicroStation V8i is able to handle hundreds of references without problem.&lt;/p&gt;

&lt;p&gt;Where do you get this error? Is there any dialog displayed? To analyze your issue, it is necessary to share more details: Copied from the dialog, or even better, to share Exception log or memory dump, usually created by MicroStation, when exception is thrown.&lt;/p&gt;

&lt;p&gt;51MB DGN is &amp;quot;nothing&amp;quot;. Maybe the file is corrupted. Are you able to attach it to new empty 3D file? What is the source of the file? Plain MicroStation or some other application? Are there any rasters attached?&lt;/p&gt;

Even with the 32-bit Microstation, you should not get that error, it&amp;#39;s supposed to slide over and use the hard drive when it needs it.&lt;/p&gt;
&lt;p&gt;Connect has a multitude of bugs but the 64-bit bit seems a necessary improvement. &lt;p&gt;MicroStation V8 is a 32-bit application.&amp;nbsp; It can only &amp;#39;see&amp;#39; 2GByte of memory, however much physical memory you have installed.&lt;/p&gt;
&lt;p&gt;MicroStation CONNECT is a 64-bit application, and can see a huge amount of memory.&lt;/p&gt;
