I have created a dgnlib file. I want other users to be able to use this file not from local C, but from a single point i.e. server . Is this possible?

So how can I do this over the internet for my friends who work in home office?
Do they have access to the office network from home? Do you have a workspace shared over the network or only locally on each users PC?

Unfortunately they do not have office access from home.What kind of network should I set up for this or which common access I can use?
Since they do not have access you will need to send the .dgnlib to all users and they will need to place that file in a location pointed to by MS_DGNLIBLIST. If the file is updated at any time you would need to send the updated file to them so they can replace their copy.
If you have something like OneDrive you can possibly store your workspace files there and everyone can point to those files. We are contemplating setting up that sort of thing. I use it for my personal resources so I have my personal settings available whether I use CONNECT or ORD on my laptop or I remote into my office pc. Using this method for an entire workspace would need some experimenting and testing though.

That's not an appropriate question for this MicroStation Forum. There are plenty of web sites where you can find information about remote access to a network. However, it sounds like you don't really have a network. Usually, it's the job of your IT department to do that work.
