how do you create raster linestyles

Question

how do you create raster linestyles? 
 Im following the manual, but it will not save the linestyle 
 Can it be a jpg file, or does it have to be a png? 
 I get this message 
 Raster components can not be used directly. They can only be used as compound sub-components. When a Raster is used a compound component, it will override the display for screen display and rasterized printing. The non-raster components will be used unrasterized plotting and in older versions of MicroStation.

 both are supported. 
 You have to create a compound element that contains the raster element and link the compound component to the name.
