Converted 2018 .DWG files into DGN files using Connect version 16. To open in connect solids looks good. To open same file in Microstation in V8i the solids turn into surfaces and no longer render properly.

I agree with David Trejo-Rodriguez to share the file is important for analysis.
The problem is you share no details, so it is impossible to say whether it is feature or it can be solved e.g. using different configuration or post-import modification of the solids in CE. It would help to share at least screen captures how elements are represented in CE and V8i, both visually and in Element information dialog (key-in "analyze element"), because standard Properties dialog hides some internal details.

No, it is (Element) Properties dialog, not Element information one. It is displayed when you use "analyze element" key-in I explicitly asked for (this old dialog provides more internal information like element type number etc).
But these ones help a bit too, as they show the difference between element types.

Seems both names are smart solids but display says smart surface in v8i
Try this;
1. Open the DWG in CE
2. Keyin CONVERT ACISTOPARASOLID ALL
3. Save as DGN
4. Open DGN in v8i

choose all;convert brep;xy=0
