I produce TIF images from the same location year over year, then move them into a different position in Microstation. I'm wondering how I could position TIF images produced in subsequent years by the position of the first year images.

Not offhand. It's not something I've had a need for. There is a Programming Forum that you can search for posts with similar ideas or example code. People there won't often write the code for you, but they can help you troubleshoot your own. If you do ask for help, make sure to list both the language you would be using and the specific version of whichever software you are using. There have been bugs, fixes and new capabilities added over the years, so version number is important.

Do you need to retain the original image?
The Raster Manager dialog has, under the Settings menu, an option for "File Name..." If you do not need to keep the older image, and are just looking to replace it with the newer one, you can use File Name... to browse to the path/name of your new file. That might do what you need, if that's what you are trying to do.
What is the exact version no. (e.g. v10.x.y.z) of MicroStation that you are using? Use key-in VERSION to see the version no. in the MicroStation Message Center, or Help→About MicroStation in the backstage.
