I want to place a normal cell and associate the new cell with another element. The Association box (If on, lets you associate cells to elements in the model) is checked.
However, when I place the cell I don't see any prompt to create the association with another element. That is, the place cell tool just places a cell. It never asks for the associated element. Whether that check box is on or off, the tool works the same way.
You need to snap to the element you wish to associate to.

When I snap to an element, the cell is placed at the snap point. If I move the host element, the newly-placed cell moves with it. But, if I move the cell the association is lost. That's different to the behaviour of a tag element when associated with a host.
When creating a text field that is associated with an element, MicroStation prompts me to pick the host element before creating the field.
Who's for the homogeneous behavior of MicroStation tools?
