I have a list of text and coordinate. How can I place all text into specific coordinate in drawing in the most efficient way?

Use MicroStation's Import Coordinates utility.
Whether that's the 'most efficient way' I don't know. How do you measure efficiency when importing points?

don't fill out the box marked text ( where you have shown Text D) leave it blank and msnt tool it will import what you have in your text table in column of text..
IMHO its easier to use excel and create csv ( comma delimited) then you can reorder your text or even edit it .. then let microstatio do all work to import the text, or cells or what ever you need done...this is one of my favorite tools worth mastering all its different option settings

Microstation will fill in that box with the first text in the input file

in addition if you look at the order option, you screen shot there are several options to match an existing table, in your screen shot you have XYZ T , so if you text table has XYT and your dgn is 2D it will use the 3rd column for the text value, from memory I think there is also an option with TXYZ so your first table example screen shot looks like excel would work if you change it to csv in excel
