In Outlook?
Ctr+H is already reserved in ProSteel.
Outlook too, but only when you have an e-mail message open.
Just found out it doesn't work in CE15.

As any "search" the point is to have the right wording, right? Or where you search. If you look into the Help Dokumentation (?) you find it also under the keywords "search text"
Find and Replace Dialog (bentley.com)
In the Ribbon Search (top right of microStation) you need to keyin the right command name (or part of it)

the native find text in microstation only finds them one at a time if your not replacing them, but jons tool puts them all in a selection set so presumabley you could find them all in one go then change the angle via the properties in one shot .. the native tool is one at a time to change the properities of the rotation..

If you are looking for any element you can use the (very old but comprehensive) SelectBy Functionality. It is hidden in CE (maybe because of the outdated interface and way of working...?)
In the settings of that dialog you find also text and textnode searching where you can filter out texts not only by level but also by properties like font and textsize
