Yes they are, in the file "DisplayStyles_Rebar.dgnlib"

In the file "ConcreteDrawingSeed_Metric.dgnlib" both are set:

Reference presentation:

=> This is taken over in the newly created drawings

View attributes:

=> This is not taken over. But as I indicated in my original post, when I change the display style in the view attributes to a "Smooth" based custom display style, the newly created drawing does have this:

While when the custom display style is based on "Wireframe" it looks like this:

So it appears that the active display style for "View 1" is considered somehow but instead of applying the complete display style, it only gives the "Render mode display" as shown in the display styles window:

Thanks for your post. Just so I can better understand, I have some questions:

1. Are your Display Styles & Display Rules stored in the same .dgnlib file?
2. When you set the presentation for your custom Display Style FNDT-Beam - SECTION in the .dgnlib/seed, are you doing so within the regular View Attributes window or are you setting it within the Reference Presentation window?

There are configuration variables MS_DRAWINGMODELSEED & MS_DRAWINGMODELSEEDNAME to consider (point these variables to your drawing seed), however, I'm unsure if this would fit into your current workflow. Here is a list of related Seed File Configuration Variables:
