&lt;p&gt;Can you share one of your such DGN file here? &lt;p&gt;Line angle has nothing to do with the ACS (which is clearly shown to be at the Global default values). If you want the Place Line angle to change, then you simply change the active angle value, either in the dialog or using the keyin e.g. AA=0.&lt;/p&gt;

&lt;p&gt;Can you give us a screen shot to demo what you mean? And providing your test DGN file here can also help.&lt;/p&gt;
&lt;p&gt;I just did the Reset to Global like below pic shown. After this, all XYZ value are reset to 0.&lt;/p&gt;
