BEHAVIOR
Using the "Change Element Attributes" tool with specific library attributes changes any/all elements to Default level & ByLevel settings. SS10 is out of support and I'm looking to understand, resolve, and prevent this behavior from reappearing. (Attached example screen recording.)
CONTEXT
This user (mainly remote) experiences this behavior both while working remotely (RDC) and also in office. This is the only user that reports this behavior.

One thing in particular I can see is that you have Template enabled, and it might be worth checking to see if the same behaviour is still evident when that attribute is disabled.

what happens if another user logs on to that machine ? does the issue still happen ?

Thank you, Barry! I haven't yet confirmed with the user, but I recreated & solved the issue on my end.
