While it's possible to copy your shortcuts to another PC, keep in mind that MicroStation is designed to work in a network. It is designed to let you place resources (e.g. function key shortcuts) on a server so other computers can use those resources.

It's done through the magic of configuration variables (MS_FKEYMNU is a configuration variable), which you define in configuration files.   See this help topic.  Configuration concepts are the same in V8.
