Perhaps my question is silly, but I cannot find the workaround to config the beginning elevation of contour. It lets you to set Major and Minor Interval only.
Anyone knows the solution?
I'm thinking you might be referring to old Terrain modelling tools that were available possibly in Triforma or ABD. The following discussions relating to this show you might be thinking of an Elevate Terrain tool that was previously available. I would not think this type of operation could be performed in MicroStation CONNECT Edition but may be something that could be achieved in OpenRoads or OpenBuilding.
Has the Terrain modelling feature been removed from recent updates?

I am not going to edit the Terrain model, and I just want to change the display of contour lines.
e.g.: I would like to see the contour lines (0.5m interval) in 8.3m, 8.8m, 9.3m, 9.8m, along the soil nail's designed elevation.
However, the Terrain model can only show you 8.0m, 8.5m. 9.0m, 9.5m, 10.0m.

Your Terrain symbology settings are located in your Element Templates.
The video below can explain contour setting adjustments (this is also for Terrains in Microstation, not just OpenRoads - note the video is for v8i but works the same in CONNECT):

Big Problem......From your video, I cannot see the similar setting like this:
The concept of base elevation used in Civil 3D is not something found elsewhere. Terrain contour annotation will span the entire range of the Contours from the minimum to maximum.
That Base elevation property is just something that limits how low the annotated contour elevations will go which isn't very useful in my opinion.
In your mind setting of base elevation property is useless, but in real world we need the targeted contour lines to arrange soil nail horizontally and vertically with specified interval...... This means Bentley provides no rapid solution with Terrain Model, and request us to use the old school method:

That is true. Terrain models are of limited use in Microstation. Lot of issues which were no issue in v8i. Concept is good but implemented blindly.
Contours are only one way to do this.
In Microstation, you can use thematic display styles to set ranges of elevation shading, slope shading, etc. If your terrain if this is what you are trying to do. Thematic display styles are also dynamic and update with your terrain.
