if you want those construction elements for specific levels by level name because you don't want them to print, then what we do at my work is we have the level names all start with CONSTRUCTION_ and in the level manager we set the level to non printable... and when we free the files for the drafters we freeze the construction levels off...

Unfortunately, specific Levels cannot be defined as Primary or Construction class. You can however display any Construction Class element that have been placed on any level with specific Element Symbology using ByLevel Attributes.

You could also use Element Templates to possibly define the placement of elements to have Construction Class.
