Any way(s) or VBA to annotate the properties of Item Types for each exiting element in the DGN model? similar to Display Text: ON in tagged elements.

This Tags functionality is slightly different (and in may opinion more useful ;-) than how Items work:

Unfortunately there is probably no such VBA available. Problem is that VBA supports Item Types, but not Text Fields, so it is possible to create and attach Items to elements, but not create linked text.
As far as I know, to work with Text Fields is possible in C++ API only.

I finally found a function: Civil Labeller in OpenRoads Designer. It can be configured with Text Favorites with item types properties; and use "Fence" to label all the elements with the item types properties.

I am disappointed a bit, because you did not mention your question is about ORD. You did not specify the used product and version, but because asked in MicroStation forum, I think general conclusion was you use MicroStation.
When information about ORD would be available, I mention Civil Labeler is one from tool to test.

Yes we would like to accomplish the task in MicroStation. But finally i tried a tool in OpenRoads and it helps. (i even tried in OpenCities Map seems not fixed neither).
It seems that MicroStation should have similar labeling functions.

Im actually not sure why the "Place Label" tool doesn't already have this - in OpenRoads, they added Text Favorite annotation to the Place Label tool, but surely this should be base platform functionality...
