Hi,
On my model I have created a sheet with side section, and top section callouts. The problem is when I run the curser over the side section callout, it only lets me approximately select the bottom half of the model. So when am trying to do dimensions it will only snap to the bottom half elements and not the top half? I am assuming it has something to so with the location/size of the plan section callouts, but that is just am assumption on my part. So have tried adjusting the plan section boundary sizes, but doesn't seem to have made any difference? Being a newbie to 3D microstation am sure it is probably a setting that I have missed somewhere.

So sorry to miss your replied post. Without finding your recorded video, I open your DGN file and try to select any part of your section and I can. Please see my attached video.
Sorry, I finally understood your question. I am curious how you create your sheet model? I create a new MySheet model and attach your Side Section drawing model in it and every part can be easily selected. Please see my revised dgn file here.
