So we can better assist, please reply to this thread with your MicroStation version number that you are currently using.

In the meantime, you might check out this Wiki - there are some configuration variables that could turn off your ability to create a new WorkSpace and/or WorkSet:

From what it sounds like, the MS_CONFIGURATIONOPTS config variable is set in your configuration. If this is the case, then remove it from your configuration. If your organization has an admin that sets this up, I would recommend contacting them to proceed with altering your configuration.
