Copy and pasted .dgn files, made edits to the files but the size of the file stays the same

Question

This happens to me all the same. 
 
 So I usually work in a multi-file set up for larger projects to allow multiple users to work on the same project. 
 I would usually do one floor plan and copy and then copy and paste it as the starting point for other files. 
 However after the files are all been edited, the size of the file stays the same (massive) 
 Any ideas? Thanks.

 As others have said compression will make the files have their true size... and using seed files now further to your post let me add my feelings on better work practices.... 
 Copying files is Not best practice... make one master reference file ( floor plan ) and let users reference that into blank drgs created from a master seed file you can define it by work space project or use it as a ref file but nothing beats training and documentation on how we will do this project.. most of my work's projects have very little on the actual drg sheets but we have several master reference files and several master nested refs based on drg type and discipline so we have one source of truth as much as possible.

Do the files start out small it could be something in your seed file.
