CONNECT: followed the directions to install our DOT workspace files and they look like they loaded but I am unable to select them at the start up, it freezes.

Thanks all - I was able to solve this. I had not downloaded all of the files from NYSDOT, otherwise the above solution worked for me. 

Not necessarily. It's entirely possible that the actual CFG file has paths that reference to the Organization-Civil folder structure. You could copy the files into the Organization folder, but the path variables would still refer to the ...Civil folder structure, which would be missing.

Would you be able to share a screen shot of your MicroStation ...\Configuration\ directory structure, and the contents of your MicroStation WorkSpaceSetup.cfg file?

but actually you shouldn't even need to do this. Should we not be able to copy the NYSDOT_Standards_T folder and NYSDOT_Standards_T.cfg to the microstation workspaces folder?

I did, but I am unsure how/where to add that variable. I copied the Organization-Civil folder from the ORD configuration directory to the MicroStation configuration directory and copy/pasted that variable to the workspacesetup.cfg and it doesn't seem to be working.
