I am trying to find a feature or an add-on that has a library of irregular (still repeating) hatch patterns such as a concrete aggregate display, or even different solid shading hatching.
Just something beyond the hatch/cross hatch solid lines and differing angles.

The pattern cells that comes with MicroStation has a few of these. Have a look at archpat.cel and areapat.cel.

Any cell can be selected to be a pattern cell. That is an option in both the Cell Library dialog, and the Pattern toolbox.
MicroStation has PATTERNS, not HATCHES.
What you would consider a "solid hatch" is actually an element attribute called "Fill"
The Hatch tool in MicroStation only places single-spaced parallel hatching.
The Crosshatch tool in MicroStation only places crossing hatching lines.
What I believe you are talking about (AutoCAD HATCH) is actually Patterning in MicroStation. That can use cells as the pattern.
