Please check if its Antivirus related. Antivirus issues are documented here
Check the Connection Client version. Upgrade to the latest version and test.

I could not solve it because Bentley started supporting v8i in January 2022 and is unwilling to help. I ended up switching to CONNECT, but I work with multiple state agencies that still use the V8i environment, and it has been impossible to move forward. Were you able to solve it?

I switched to the CONNECT version, and it works with no issues. The problem is that I work with multiple state agencies that still use the v8i environment, and I'm not able to open any Microstation files directly from ProjectWise:
Plus, all of my projects were started in V8i, and when I open those with CONNECT, all the text gets moved around, and the fonts get messed up.
You will probably need to install a copy of V8i on your computer to keep around for those projects. Once you have that, you can right-click the file in ProjectWise and choose Open With...to open the file with your V8i.
The V8i configuration/environment is VERY different from the CONNECT configuration/environment.
