Were you able to solve the issue? I'm having the same issue, and I haven't been able to solve it.
I could not solve it because Bentley started supporting v8i in January 2022 and is unwilling to help. I ended up switching to CONNECT, but I work with multiple state agencies that still use the V8i environment, and it has been impossible to move forward. Were you able to solve it?
You will probably need to install a copy of V8i on your computer to keep around for those projects. Once you have that, you can right-click the file in ProjectWise and choose Open With...to open the file with your V8i.
The V8i configuration/environment is VERY different from the CONNECT configuration/environment.

That can be a few things, but we could start with some questions about...do you have a custom configuration, or are you using it out of the box? What version of Windows are you running - V8i is certified for Windows 10, but could glitch with Windows 11.
Have you tried to Repair the installation?

I used the "out of the box" installation. I have Windows 10. I don't know how to repair the installation. How do I do that?
Easiest to simply remove and re-install. Have you tried starting it in "High Security" mode? Or run "C:\Program Files (x86)\Bentley\MicroStation V8i (SELECTseries)\MicroStation\ustation.exe" -restoreDefaults

I have installed and reinstalled it multiple times, and nothing has changed. I tried running the high-security version, and it does the same thing.
I just did the "C:\Program Files (x86)\Bentley\MicroStation V8i (SELECTseries)\MicroStation\ustation.exe" -restoreDefaults, nothing changed.
