How I should reverse broken text to normal text in microstation 2004 version by other than undo option?

If not too much work has already been done, perhaps you could retrieve a backup copy of the file if it exists?Right click file in Windows File Explorer>Properties>Previous Versions tab
and DEFINTELY not in MicroStation 2004.

Except it is not available in CONNECT edition.
Another possibility if you have access to Descartes is to save the file as an image and then use Optical Character Recognition to convert back to Text.
Unfortunately there is no such tool in Microstation.
AutoCAD has such tool to fix broken text - PDFSHXTEXT
