Is there a way in Microstation "text favorites" to have more than one scale of each favorite added? So lets say you had a text on a 20 scale but also wanted to have one that you could pull up on say a 25 scale? Right now it seems that you can only just add to what has become a very long single list of items.

Text sizes and favorites are made to utilize Annotation Scale in the software. Here's a video to explain how these sizes would propagate into sheet or design model annotation scales set within in each dgn model. https://www.youtube.com/watch?v=LZa-EkIcbSQ This Annotation Scale is also utilized by the Named Boundary process to generate sheets (as determined by the workspace drawing and sheet seeds). I would also recommend reviewing that process and how Annotation Scale will function in that context. You can create dgnlibs with any hard coded text sizes, but as you mentioned, that would be excessive.
