I hope to execute the keyin "clipboard pastespecial" to paste a selection from Excel sheet to DGN. The dialog is showed to select an option when I excute the keyin, but is there any way to set an option to embed worksheet with keyin without the dialog?
As explained in the documentation the 'clipboard pastespecial' key in is only used to 'select the data type and open the Paste OLE dialog where a special display format can be applied to the contents of the Clipboard'.

There are no other specific options with this key in to specifically select whichever type or format of data that is being stored in the clipboard.
I would suggest that you might need to use VBA code to customize your own tool operations specific to what you might was to achieve.

Thank you Andrew, for your reply. But I found the topic. It's may not relate my question directly, but the keyin "clipboard pastespecial Text To Design File" is mentioned at there. So when I paste a selection of XLSX to DGN, I guess that I can add a keyin to skip the dialog.
Is my guess wrong?
