How do I add a row in a Table

Question

I am trying to add a row into an extg. table but can't get this to work as suggested in Help. I click the Table but don't see all the extra bits as shown below from Help. I also can't select cells. 
 
 If I click the table I do get the table tools in the ribbon but they don't do anything. I could have done this in excel which would have been easier but thought I would try tables!!

Apologies to all that replied. Just realised that I hadn't come back to you. 
 The solution, in the end, was an easy one!! I just had to change Element Selection to use handles and it then picked up the Table and all worked fine.

 Thanks for your post. A couple of initial thoughts: 1. What version of MicroStation are you currently running? Control Panel>Programs>Programs and Features>Version column 2. You stated that you can't add rows to the existing table. If you place a new table in the drawing, can you add rows into this one? 3. What if you use the Refresh Table tool and then try to add a Row? 4. Your Table could be locked. Could it be your Table is locked? 
 To check this, Open your 'Properties' dialog and select the 'Table' in the View. 
 Expand the 'Extended' section in the 'Properties', if 'Locked' try 'Unlocking'
