When placing labels with leader, the in-line leader doesn't seem to have a level.
I wonder if it can take the properties of the text or the leader?
Can somebody help me with this problem?

Use the old Analyze Element tool (key-in Analyze Element). This will allow you to select and change the attributes of the in-line leader. The new Element Properties dialog does not allow you to access and change the in-line leader.

First time using the tool, but as Andrew said, the in-line leader cannot be selected.
Still, it's always nice to learn something new.
The in-line leader does have a level. You can see that by selecting the Line element in the Analyze Element dialog. The in-line leader will reside on the same level as the rest of the Note elements.
I tried to select the entire label with Cross Fence, but unlike with notes, I can't select the in-line leader if it's part of a label.
Yes, that is correct. What are you trying to do that you need to select the in-line leader only?
I see that your element is a Cell. That is different than a Note
I believe this element was placed with the Label tool, not as a Note element. Labels are a cell with a dimensional leader.
