how to open the file?
first you need to tell us what version of microstation because it can make a big difference to how to answer you, this is part of the rules for using this forum,
Next you have tell us how you are trying to access the file , ie windows explorer, microstation icon > microstation manager, and what extension does the file have etc, did you create the file or is from another user?

Like every Windows application, MicroStation provides a File menu in the top-left of its main window. Use that menu to open a DGN file.
As mlm requests, can you attach your DGN here? You can attach a file using the Insert→Insert Image/Video/File menu.
What is the exact version no. (e.g. v10.x.y.z) of MicroStation that you are using? Use key-in VERSION to see the version no. in the MicroStation Message Center, or Help→About MicroStation in the backstage.

If MicroStation outputs a message "not a design file", then it likely indicates the file is not readable by MicroStation.The most common design file types are .dgn and .dwg.In Windows File Explorer, open View tab > Toggle ON File Name Extensions. What is the file type (i.e. .dgn, .dwg, .docx, .xlsx, etc.) of the file you are attempting to open?This old Wiki might be worth looking into, however, it is pertaining to an older MicroStation version.https://communities.bentley.com/products/microstation/w/microstation__wiki/15417/v7-error-message-unable-to-open-not-a-design-file-after-opening-in-microstation-v8
Lastly, can you specify the version number of MicroStation you are using?
