Hi, I am testing something for a colleague who has a simple 3D slab where a section is cut through it to create a section model. When we go to add a hatch pattern to it in the 2D extraction, it says 'no enclosing region found' and 'element not closed, can't be used'. What is happening here?

What is the exact version no. (e.g. v10.x.y.z) of MicroStation that you are using? Use key-in VERSION to see the version no. in the MicroStation Message Center, or Help→About MicroStation in the backstage.

Because MicroStation changes between versions. MicroStation CONNECT is different to MicroStation V8i, and MIcroStation CONNECT Update 17.2 is different to MicroStation CONNECT Update 10. MicroStation CONNECT has proven buggy, and bugs come and go over the updates.
Someone may have experienced that same problem in some previous version of MicroStation, or it may be that you have discovered a new bug in Update 17.2.
If you provide accurate information then we can help you better. The Forum Guidelines also ask for the version of the product.

You're taking offence because I asked for information about your MicroStation installation? Then I suppose that I should not expect a Christmas card.
Don't fall out of your pram John if you interpret my question in your own way and take offence yourself. It was a genuine question but each to his own.
You can try switching your Fill method to Flood rather Element. Once you switch the mode there will be an area at the bottom of the Settings dialog where you can define a Maximum Gap. There could be an extremely small gap somewhere causing the "No enclosed area" message. You can increase the Gap value until the pattern is able to be placed. The gap could be in the Z direction and you would not notice it unless you rotate the view.
Its also possible that the element you are selecting is a type of element that cannot be patterned.
