When trying to Copy and Paste an AutoCAD Block version 13 (cell) from a DWG file using the commands CTRL+C and CTRL+V or Edit > Copy and Edit > Paste,
the Block will not paste into the DGN MicroStation V8i. With two sessions open;
In the DWG, the Block is selected, then copied (Edit > Copy) Moving the mouse into the DGN file, select Edit > Paste The Block can be seen on the end of the mouse cursor When clicking to accept the Paste command, the Block disappears and does not paste into the DGN
The most obvious question - is the block on a level that is turned off in the DGN? It may be pasting, but if the level is off, you wouldn't see it.
Have you done a "Fit View" to see if somehow the block is pasting off in space, or scaled incorrectly? I have seen AutoCAD blocks do strange things when brought into MicroStation due to issues with units or origin point.
There are two other options you can try to get this block into your DGN.
You can attach the DWG to the DGN as a reference file, and just use the regular MicroStation Copy Element tool to copy the block into your active file.
You could also use the Place Cell tool to place an instance of the block into your drawing. Open the Cell Library dialog. From the menu there, Attach your DWG as a cell library. Check ON the option to "Use Shared Cells" This should list every block in your DWG. Choose the block you want, and select that for "Placement". Now you should be able to use the regular MicroStation "Place Cell" tool to place the block as desired.

I just want to verify some information here. From what you have posted, I am reading it as if you have the DWG open in Acad and you have the DGN open in MicroStation and you are attempting to copy and paste from Acad to MicroStation. Is this correct ?

no sir I opened both drawings in MicroStation V8i. Dwg file as read only and the Dgn file as open
ok - gotcha.
After the paste command, is there anything in the message center stating what may be happening ?
and none of Marys' suggestions worked ? (these are what I would have recommended doing as well )
