I have the design model files submitted by the designer, however these files are massive, and need to transfer specific elements to a GPS rover to be used in the field, so i would like to copy and paste specific elements to a new MicroStation file, but i want them to be geospatially located as in the first file? Is there any way to do this? I can create a working model file and trace the element with the drawing tool, then delete all references to show only the traced element, however i feel like there should be a more efficient way to do this.

Do the files you get from the designer have a Geographic Coordinate System (GCS) set up?
If not do you know what GCS the data is in?
If both the file from the designer, and the file you are setting up both have a GCS defined (even if they are different), this can be done pretty easily.
