Thanks for sending the file.
I've been able to reproduce the problem.
Seems like if you issue three consecutive left-clicks (data point) to complete the Place Block command sequence, the block is eventually placed. After the first block is placed, you can place additional rotated blocks without issue, but I'm not sure why the original issue happens.

My initial thoughts would be a potential corrupted file, or maybe the display/active depth of the file.
