How do I allow clip mask to show the linework within the window?

Question

I am starting to understand how the clip mask and clip volume tools work, but when I do a clip mask and it appears that I have a hole in my rectangle (which I was trying to do). However, I am not able to see the linework underneath that hole:

 The white line that I have cutting through there not showing in the opening. I feel like I am not understanding these tools correctly. I have tried to find a tutorial that covers them in and out, but boy are they tricky. I would appreciate any help one might provide!!!

What I do sometimes is draw a shape around the area I do not want to SEE. I place that shape at a priority higher than the elements I do not want to see. If I have some elements within that shape that I want to see, I set those elements on a priority above the masking shape. That way all the elements are still in the file, just cannot be seen. The shape is set to a background color the same as the MicroStation background screen color.

maybe I am looking at this the wrong way - but.... 
 instead of attaching the border as a reference (or however you are doing it), do the opposite - attach your linework/design to the border as a reference. Then you could use a shape/boundary to clip the reference file. Essentially what you would be doing is clipping out the area of your design that you want to see inside of the border.

ok its a language problem bentley use the clip thing too freely, from your picture what you want to achieve is you create a drawing model say the drg number is the file name, ref attach all the line work, ref attach your title block xref now if you want to create the appearance of a acad view port, ie remove from vieew everything outside the title block, then you want to Fence clip boundary the xref that the line work comes from not mask and you can either create a shape in the active file or the use the outer shape of the title block xref but you select the linework xref to be clipped and use the element in the titleblock xref to set the fence element to do the clipping .. this results in the void outside the titleblock being removed from the view, then you can mask the part of the title block that shows the line work xref with a new boundary ( mine lives inside the titleblock) and this one is used to clip Mask .. I cheat and use two models in my title block xref one has the outside boundary , the other has my inner panel and the my titleblock linework and text that never changes so I attach the two models separately and then I can clip one ie the outer shape, and the other clip separately.. or merge/ copy into the active so i can edit the title text, revs etc.... 
 so to recap in the ref manager clip mask hides inside the clip boundary whereas fence clip , hides the void outside the clip boundary, I prefer to use elements to create the clip boundary ...
