Microstation is suddenly displaying strange behavior with elements. This only started Today, after opening a file the elements are blurred and only appear clearly when the mouse is passed over them left/right or down/up but will not stay clear when moved back. What's happening?
ok we still cant tell what wrong as your just showing us what your view looks like, you need to upload a copy of the dgn here so somebody can open it independently and then can eliminate if its a driver issue, or your mstn program configs or just corrupt file..
meanwhile before we can get back to you try some things: -
control b and turn off fill, that might eliminate a stray BG fill with transparency...
Change your BG colour to grey or even white ...
Create a fence that just covers your area ( use fence inside not clip) now fence file command ( FF= new file name when prompted).. then open the new file...
its almost looks like its a display depth but your file is 2d not 3d...did it come from acad converted to dgn?
Select everything with a inside not crossing window ( top left to bottom right) and use the bring to front..
select everything look at the select tool and see if there are or is region or shapes and deselect that then do a bring to front...
are there any refs attached, detach them...?
open the level display and turn every level off now only turn on one at a time and turn off others as you go. ie isolate level by level..
does it happen in all views.. try other views,?
Create new drawing clean seed file, xref the bad file does it view ok then select all the good visiable elements and copy through, detach xref , does it work ok now...?
do you have overrides on , turn off or disable in control B?
do other users at your work have same issue with same file?
Try running compress with all the functions ticked...

Seems like a video card issue. Very odd, but then Connect is defective software. Use it every day, seems amazing I do get my work done.

That's why others have asked for a sample DGN file, to check whether it's a file problem or something else. If your DGN file works OK with another person's MicroStation, then the cause of your problem lies elsewhere on your computer.

If you want people's help, don't ignore their requests for better data. A blurry recording could be caused by several problems. We work with DGN files, not with blurry videos.

I've seen things like this in the past with MicroStation, but that was V8i SS2 era.
Turns out it was a video driver issue. Did your computer get a recent Windows Update?
