Yes you can use MicroStation V8i SS series .rsc in MicroStation CONNECT Edition. The .rsc will need to be added to the search path for the variable MS_SYMBRSRC.

Indeed. One of the strengths of Bentley software (fewer and fewer) over the years has been backwards compatibility. I've been using Connect for a while now, I only leverage dgnlib for my UI. Too many issues. Not sure, but I believe if you set them up in a dgnlib, it will store the definition in your file.
