You have selected the first one, which is By Element. This will only work on closed element - a single element that is closed, such as a Shape or Complex Shape.</p> <p>The option next to it is Flood, which can fill any area within a boundary. I believe that is what you want to use.</p><div style="clear:both;"></div>
