Reference Attachment Method Default?

Yes it is possible. 
Configuration variable - MS_REF_DEFAULTSETTINGS

I've seen that referenced, but I don't know where it is to change. 
MS_REF_COINCIDENTWORLD=1

I was talking with another drafter here and he showed me where, but it does not work, not sure why...

Hi Travis,

I hope you followed the same steps to set coincident world as default in V8i:

1. Go to the Workspace > Configuration > Under Category select Reference > Default Attachment Settings and click edit.
2. Set MS_REF_DEFAULTSETTINGS to include attachMethod=coincidentworld.
3. Select ok and yes to save the change.
4. Now save the settings then close and reopen the MicroStation.
