I would like to edit a cell which is in my drawing, but I don't know how. I know what it's name is, but when I go to the cell library there is no cell with that name, so I am stuck.
Cells can come from any cell library, not just whatever is currently attached to the drawing. If the drawing came from somewhere else, you might not even have the cell library. As far as I know, there is no way to trace a cell back to the originating library unless it was set up with that information as an Item Type at creation.
It is also possible to have an "orphan cell" with a name. Orphan cells are created when the Group command is used. These cells do not have names by default, but it is possible to assign a name to them.
You may have to drop the cell and edit it in place. If you really don't want to do that, you have the option of creating a new cell library, copying your cell into a new model with the "Can be placed as Cell" setting turned ON, drop your cell, and make your edits. Once this is done, you can go back to the original file and attach your new cell library so that you can place the new cell in stead of the old.

In addition to MaryB comments, there is also a Tech Preview introduced in MicroStation CONNECT Edition Update 17.2 for in place editing of Cells, but this may not help in your instance if no access to original source.

As Carl Myhill wrote, in the latest MicroStation version it is possible to do a cell "in place editing" .
When you want to edit original cell in a cell library, you must know what library was used, because when cell is placed, it does not remember its origin (there is no link between placed cell and the library).
