Has as anyone had this issue ? the Level properties dialog box does not show up when clicked, so I then have to close down the whole program, hope someone can help?
This issue is most likely associated with a dialog box that has been dragged off the edge of the screen. The easiest method of retrieving the dialog box would be to locate it under the Window List in MicroStation. You can open this by keying it into the Search Ribbon option or selecting the Windows List tool from the Primary ribbon.

If the missing dialog is not listed, you may need to reset MicroStation back to the default settings. To do this key-in the following at a command prompt:
"C:\Program Files\Bentley\MicroStation CONNECT Edition\MicroStation\microstation.exe" -restoredefaults
(or whichever location has been selected for the installation of MicroStation)

This should reset everything back to default so the dialog boxes reappear.
You can open a Command Prompt either from:
> Start Menu > All Programs > Accessories
or
> Start Menu > Run...

Thanks Andrew - the Window list option worked perfectly

It's great to hear that the Window List option was able to retrieve this dialog. It would be quite helpful if you could Verify Answer on my post for other users in the future to know that this helped.
I found a little trick that often works with missing dialogs go to the desk top temporarily change the resolution to something much les jump back to msnt and th missing dialog is now visible move it to centre of screen set the pop set tool to on, return to desk top and change resolution back to ideal or normal and return to mstn and move the dialog to where you like it to pop and save settings just because I'm superstitious.. this always works for me... I think in my case it was due to second monitor being differnent between the office and working from home. and often wapping between them.
