Text and dimensions won't rotate or mirror.

What is the exact version no. (e.g. v10.x.y.z) of MicroStation that you are using? Use key-in VERSION to see the version no. in the MicroStation Message Center, or Help→About MicroStation in the backstage.

Normally if I mirror something Microstation does it, but somehow there is some setting that prevents Microstation to actually mirror some texts and or dimensions.

There is a specific setting to allow annotations to mirror (in the mirror tool settings). Check that. Also, it's possible that you have some View Independent text, which would retain its orientation to the view no matter how things get rotated; I don't know how those respond to rotating or mirroring.

Would you be able to create a small sample drawing of some of these elements (copy the original and just delete out everything else)? If you can post it here, we can actually play around with it to see what's going on.

For some reason, I can't find it in mirror tool settings. Is is possible that I missed some kind of update?

I hope you tired these settings, if not please try the below settings.

Select Mirror tool under Manipulate group > Mirror dialog pops up > click on the Mirror Direction dropdown and select vertical then Enable/Toggle on the Text box, now go ahead and select the text then accept it. Again, in the Mirror dialog change the Mirror direction to Horizontal then select the text in the drawing area and accept it.
